China making framework document to guide civil-military integration

The Chinese authorities are making a special plan to coordinate the economic construction and national defense construction during the period of the country's 13th Five-year Plan (2016-2020), an official with the National Development and Reform Commission (NDRC) told media.

The planning would be the framework document for China to implement the civil-military integration (CMI) strategy over the next five years, said Wang Shunian, head of the National Defense Department under the NDRC. The NDRC will also promote legislation on CMI development during 2016-2020, Wang added.

The CMI will extend from areas of scientific research, army's support, talent cultivation, defense mobilization to new fields including ocean, aerospace and cyberspace, said Yu Chuanxin, secretary general of the CMI Research Center of the Academy of Military Sciences of PLA China. Meanwhile, some military industrial enterprises are making their own plans on CMI development for the next five years.
