Shanghai Pudong mulls easing restriction over construction industry

Shanghai's Pudong New Area Government mulled loosening restriction over local construction industry in near future, reported Xinhua-run cnstock.com Friday.

The local government made the decision to press ahead with governmental function transformation and aimed to make its construction administration qualified for demonstrating state-level construction industry reform.

It planned to launch a mechanism allowing one window to cope with three pre-program administration procedures, say, project admittance, planning approval and construction approval, before starting of construction programs by enterprise already getting land using rights and pilot risk management system by vigorously applying the insurance of housing construction projects' underlying quality defects by their constructors.

Pudong New Area would also cancel such pre-program administration as environmental impact assessment (EIA) and energy saving assessment for approval of enterprises' investment in construction projects and the compulsory bidding for non-state-owned capital-invested projects to better facilitate the sector.

What's more important, it would explore the architect responsibility system, a universal sector practice around the world and work on establishing the authorized persons system for construction sector to improve construction project quality. Currently, the Pudong New Area Government was busying preparing such reform measures and related supportive policies, which were expected to be released gradually within 2015.
