Chinese top energy decision maker the National Energy Administration (NEA) recently released draft rules on compulsory purchase of power from renewable energy to solicit public suggestions.

Grid operators would purchase partial electricity from renewable energy in accordance with national benchmark power prices and the amount of electricity under compulsory purchase set by the government. Included is electricity from wind energy, solar energy, biological mass, thermal power and oceanic energy.

The government would sort renewable power plans into multiple categories and adjust the amount for compulsory purchase each year. Remaining electricity would be subject to market forces, according to the rules.
