Calling the week-long congress a landmark event, the four parties spoke highly of China&#39;s achievements over the past decade under the leadership of the CPC, and expressed willingness to strengthen cooperation with the CPC in the future.<br />

The WPK Central Committee extended warm congratulations to the 20th CPC National Congress.<br />

The 20th CPC National Congress is a political event of milestone significance in a new 100-year journey of the Chinese people, the WPK Central Committee said, adding that it firmly believes that this congress will be historic.<br />

The CPV Central Committee also hailed the 20th CPC National Congress as an important event of historic and milestone significance for the party and in the political life of the Chinese people.<br />

It expressed the firm belief that the congress will set the course for China to basically realize socialist modernization by 2035 and build it into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful in the middle of this century.<br />

The WPK Central Committee said that the CPC has united and led the Chinese people in striving for building a modern socialist country, and has achieved remarkable results.<br />

BEIJING, Sept. 28 (Xinhua) -- China will offer tax concessions for private pension schemes that enjoy policy support and are run commercially to meet people&#39;s diverse needs, according to the decision made at the State Council&#39;s Executive Meeting chaired by Premier Li Keqiang on Monday.<br />
<br />
The meeting noted that the development of policy-supported and commercially-operated private pension is a useful complement to the basic old-age insurance scheme, and can better meet people&#39;s diverse needs and enhance social security safeguards.<br />
<br />
The meeting decided that personal income tax concessions will be made available for those participating in policy-supported and commercially-operated private pension schemes: participants will be entitled to a contribution deduction of up to 12,000 yuan (about 1,687.6 U.S. dollars) each year from their annual taxable income.<br />
<br />
No tax will be levied on investment yields for the time being. The actual tax burden for receiving pension benefits will be lowered from the previous 7.5 percent to 3 percent. This policy will be applied retroactively to January 1 this year.<br />
<br />
&quot;The policy support we introduced this time will deliver sizable benefits. In the process of implementation, we need to gradually fine-tune the policies and sum up experience before applying such policies more broadly,&quot; Li said.<br />
<br />
The meeting also decided to temporarily defer payments of certain government-levied charges and deposits to further ease the burden on market entities and help them overcome difficulties.<br />
<br />
&quot;Market entities, especially micro, small and medium-sized enterprises, self-employed households and manufacturing firms now face considerable difficulties. Postponing the collection of government-levied charges and deposits is an important step to support market players. All policies must be delivered on the ground without delay,&quot; Li said.<br />
<br />
The meeting rolled out an additional set of fee deferral policies for the fourth quarter. Payments of 14 government-levied charges, including farmland reclamation fee and sewage and household waste disposal fee, amounting to over 53 billion yuan, will be deferred without overdue fines.<br />
<br />
Localities will be encouraged to postpone the collection of sub-national government-levied charges on enterprises, and arbitrary charges will be strictly prohibited.<br />
<br />
Payments of project quality deposits of various kinds, amounting to about 63 billion yuan, will be deferred. Due responsibilities must be fulfilled, and promises delivered with concrete actions to ensure that market entities truly benefit from the policies.<br />
<br />
&quot;Relevant institutions and mechanisms of charge levying should be refined to foster a world-class and market-oriented business environment governed by a sound legal framework,&quot; Li said.<br />
<br />
The meeting also decided on measures to make more government services inter-provincially accessible to further unlock market vitality and bring greater convenience to the people.<br />
<br />
On top of the 187 government services already inter-provincially accessible, additional 22 high-demand items that affect a wide range of sectors will be added to the list to address the pressing concerns of households and businesses.<br />
<br />
Inter-agency information sharing will be enhanced and operational standards aligned to make more inter-provincial services available online and processed on a one-stop basis. The needs of senior citizens for in-person services will also be well met. Personal privacy and trade secrets will be protected pursuant to law.</body>

The plan was jointly issued by the Ministry of Transport, the National Energy Administration, the State Grid Corporation of China and the China Southern Power Grid.<br />
<br />
By the end of 2022, basic charging services for new-energy vehicles will be provided at expressway service areas nationwide, except in the alpine and high-altitude areas, the plan said.<br />

By 2023, basic charging services will be provided in the service areas of state and provincial trunk highways with mature conditions, it added.<br />
<br />
Efforts will be made to accelerate the construction and renovation of the charging infrastructure on the existing land and parking spaces in the service areas of the expressways and state and provincial trunk highways, it said.<br />
<br />
The government will extend financial support to the construction of the charging infrastructure, and power grid enterprises will step up investment to ensure charging capacity, it said.</body>

The one-year loan prime rate (LPR) came in at 3.65 percent Monday, down from 3.7 percent, according to the National Interbank Funding Center.<br />
<br />
The over-five-year LPR, on which many lenders base their mortgage rates, was lowered by 15 basis points to 4.3 percent.<br />
<br />
The reduction followed the cut in the over-five-year rates in May.<br />
<br />
The monthly-released data is a pricing reference rate for banks and is based on rates of the central bank&#39;s open market operations, especially the medium-term lending facility rate (MLF).<br />
<br />
China&#39;s central bank cut the interest rates of its MLF loans by 10 basis points last week, the second such move this year.<br />
<br />
The central bank pledged to intensify the implementation of prudent monetary policy and give full play to the functions of monetary policy tools.</body>

PHNOM PENH, Aug. 4 (Xinhua) -- Chinese State Councilor and Foreign Minister Wang Yi said here Thursday that China is ready to work with New Zealand to push forward their comprehensive strategic partnership to yield more fruits.<br />

During a meeting with New Zealand Foreign Minister Nanaia Mahuta on the sidelines of meetings of foreign ministers on East Asia cooperation, Wang said that since the establishment of diplomatic relations between the two countries 50 years ago, bilateral relations have progressed in a sound and stable manner and great achievements have been scored, bringing tangible benefits to the people of both countries.<br />

Under the strategic guidance of the leaders of the two countries, both sides have adhered to a long-term and strategic perspective to promote China-New Zealand relations at the forefront of China&#39;s relations with developed countries, Wang said.<br />
<br />
He noted that China appreciates New Zealand for pursuing a pragmatic policy toward China, and regards it a partner for common development and prosperity.<br />
<br />
China is willing to work with New Zealand to respect each other&#39;s national sovereignty and territorial integrity, as well as each other&#39;s core interests and major concerns, so as to advance China-New Zealand comprehensive strategic partnership to achieve more results, Wang said.<br />
<br />
Wang elaborated on China&#39;s solemn position on the Taiwan question, stressing it is the U.S. side that stoked provocation, undermined peace and created crises in the first place. China&#39;s response is reasonable and legitimate, and China will firmly safeguard its sovereignty and territorial integrity, uphold international law, and maintain regional peace and stability.<br />

For her part, Mahuta said New Zealand and China are comprehensive strategic partners, with mature bilateral relations as well as strong economic and people-to-people ties.<br />
<br />
New Zealand is willing to continue strengthening effective cooperation with China in such various fields as economy and trade, agriculture, education, science and technology, climate change and environmental protection, Mahuta said, welcoming both sides to increase the frequency of direct flights and facilitate people-to-people exchanges.<br />
<br />
New Zealand continues to adhere to the one-China policy, respects China&#39;s sovereignty and territorial integrity, and advocates upholding the basic norms of international relations, jointly addressing global challenges, and working together to maintain regional peace and stability, Mahuta said.<br />
<br />
She said New Zealand has noticed that China&#39;s exchanges with South Pacific Island countries are nothing new, hoping that China will continue strengthening cooperation with the island countries through the Pacific Islands Forum.<br />
<br />
New Zealand and China have different views on some issues, but both sides can maintain candid communication, Mahuta added.<br />
<br />
Noting that China has always held friendly dialogue and communication with other countries on the basis of sovereign equality and mutual respect, Wang said China is willing to enhance mutual trust with New Zealand, and hopes and believes New Zealand can well handle bilateral relations in a rational and wise manner.<br />
<br />
Wang said the exchanges between China and South Pacific Island countries have lasted for half a century, with bilateral cooperation covering a wide range of fields. He added that China always respects the sovereignty and needs of the island countries, and adheres to the principle of &quot;island countries-led and island countries-owned.&quot;<br />
<br />
China advocates open regionalism, objects zero-sum games, and proposes win-win cooperation, he said, adding that China stands ready to work with New Zealand and other countries to carry out tripartite or multilateral cooperation in the region, so as to achieve complementary advantages and create synergies.</body>

BEIJING, Aug. 2 (Xinhua) -- China vowed to maintain sufficient liquidity and step up credit support to enterprises in the second half of the year, as part of efforts to consolidate the growth momentum of its economy, the country&#39;s central bank said.<br />

China will guide financial institutions to issue more loans to the real economy, steadily lower real interest rates and leverage financial tools to support infrastructure building, the People&#39;s Bank of China said in a statement released Monday, after a work meeting for the second half of the year.<br />
<br />
Overseas entities will be given support to issue panda bonds, and the pilot of the digital yuan will be expanded in an orderly manner, according to the meeting.<br />
<br />
The central bank also stressed the importance of prudently defusing financial risks in key areas, calling for efforts to prevent and resolve risks of small and medium-sized banks.<br />
<br />
China will work to ensure steady financing channels for the real estate sector and accelerate the exploration of new development models of the sector, the central bank said.<br />
<br />
It also urged platform enterprises to address any problems they have, and fully leverage their role in creating jobs and promoting consumption. .</body>

BEIJING, Aug. 1 (Xinhua) -- China on Monday unveiled a plan to promote green growth in the industrial sector in a bid to help the country meet its carbon peak goal.<br />

By 2025, the energy consumption per unit added value of industrial enterprises with an annual business turnover of at least 20 million yuan (about 2.96 million U.S. dollars) will decrease by 13.5 percent compared with 2020, according to a plan released by the country&#39;s Ministry of Industry and Information Technology, National Development and Reform Commission and Ministry of Ecology and Environment.<br />
<br />
Efforts will be made to promote the optimization and upgrading of industrial structures, curb the blind development of low-level projects with high energy consumption and high emissions, and develop green and low-carbon industries, the plan noted.<br />
<br />
By 2030, the proportion of vehicles powered by new energy and clean energy will reach about 40 percent of total new vehicles, and the carbon dioxide emission intensity of passenger cars and commercial vehicles will decrease by 25 percent and 20 percent respectively compared with 2020, according to the plan.<br />
<br />
The plan said digital technologies will be further leveraged to empower the green and low-carbon transformation of the industrial sector, with a faster pace in the application and promotion of digital low-carbon solutions.</body>

BEIJING, July 28 (Xinhua) -- China has allowed 23,000 enterprises to defer a total of 7.11 billion yuan (about 1.05 billion U.S. dollars) of housing provident fund contributions as of July 20, an official said on Thursday.<br />

A supportive policy allowing the deferral of housing provident fund payments was rolled out in May and has helped enterprises and individuals tide over difficulties amid the COVID-19 pandemic, said Wang Shengjun, a spokesperson for the Ministry of Housing and Urban-Rural Development.<br />
<br />
Enterprises affected by the pandemic can apply to postpone payments of housing provident fund contributions under the new rules and make deferred payments at a later date, according to a circular released on May 24 by the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the People&#39;s Bank of China.<br />
<br />
It also noted that for depositors who fail to pay contributions within the stipulated time due to the impact of COVID-19, their deferrals will not be reported to the credit administration as instances of loan delinquency.</body>

Local authorities and banking institutions are urged to offer targeted financing services to firms that are identified as having difficulty in normal operation.<br />
<br />
The guideline is the Chinese government&#39;s latest move to keep the economy running within a reasonable range as the culture and tourism sector plays an important role in domestic consumption growth.<br />
<br />
China saw more than 1.455 billion domestic tourist trips in the first half of 2022 and total domestic tourism revenue reached 1.17 trillion yuan (about 173.3 billion U.S. dollars) during the period.</body>

China was the first to forge a strategic partnership with ASEAN and upgraded it to a comprehensive strategic partnership, said the Chinese state councilor.<br />

China was also the first to join the Treaty of Amity and Cooperation in Southeast Asia, the first to start free trade area (FTA) negotiations with ASEAN and the first to give unequivocal support for ASEAN&#39;s centrality in regional cooperation, he said.<br />

Wang said China firmly supports the current effective ASEAN-led regional architecture, adding that with concerted efforts, China-ASEAN cooperation has shown vitality, making the region the safest and most promising for development.<br />

He said China is willing to work with ASEAN to build a peaceful, safe and secure, prosperous, beautiful and amicable home, benefiting both Chinese and ASEAN people.<br />

Wang said China and ASEAN staunchly support sovereign equality and greater democracy in international relations, taking the lead in the process of multipolarization.<br />

Facing the rapidly changing international landscape and new challenges, China and ASEAN should be on high alert against any action that harms the ASEAN centrality in the regional architecture, and oppose any attempt that introduces geopolitical contest and bloc confrontation, Wang said.<br />

China and ASEAN should jointly propose open regionalism and safeguard hard-won regional peace and stability to build bright prospects that feature solidarity and prosperity, Wang said.<br />

Wang said during the seventh Lancang-Mekong Cooperation Foreign Ministers&#39; Meeting that China&#39;s economy has continued to improve in the long term and is accelerating the construction of a development pattern to promote high-quality development, which will provide greater markets and opportunities for Mekong countries.<br />
<br />
He said the current good opportunity of booming regional cooperation should be seized to push the LMC to a new level.<br />
<br />
China proposes to focus on promoting cooperation in six areas in the future.<br />
<br />
First, strengthen strategic guidance. This includes dovetailing with the development plans of each country to create a demonstration zone for high-quality Belt and Road cooperation, a pioneer zone for the Global Development Initiative and a pilot zone for the Global Security Initiatives.<br />
<br />
Second, deepen economic integration. This includes releasing the beneficial effect of the opening of the China-Laos Railway, promoting the construction of the China-Laos-Thailand Railway, deepening cooperation on the New International Land-Sea Trade Corridor and building a new model of cooperation on intelligent customs.<br />
<br />
The third is to expand agricultural cooperation. This includes building quality and safety demonstration bases of agricultural products, carrying out green ecological grain storage cooperation, ensuring the supply of fertilizers and other agricultural materials, and creating a value chain of special and quality agricultural products.<br />
<br />
Fourth, adhere to green development. This includes strengthening cooperation in water resources, environment, meteorology and other fields, exploring the establishment of the Lancang-Mekong disaster management cooperation mechanism, and medium- and long-term forestry cooperation mechanism.<br />
<br />

BEIJING, July 1 (Xinhua) -- China&#39;s tax refunds, as well as tax and fee cuts and deferrals reached 2.58 trillion yuan (about 384 billion U.S. dollars) from the beginning of this year to June 25, as the country unveiled a slew of supportive policies to ease enterprises&#39; burden, official data showed Thursday.<br />

Among the total, value-added tax credit refunds hit 1.83 trillion yuan, 2.8 times the annual amount of last year, while preferential tax and fee reduction policies helped companies save 285.9 billion yuan, Cai Zili, an official with the State Taxation Administration told a press conference.<br />
<br />
The deferred payment of tax and fees during the period came in at 463.2 billion yuan, effectively helping enterprises increase their cash flows, Cai said.<br />
<br />
Priorities have been given to small businesses as nearly 70 percent of the tax and fee support went to micro, small and medium-sized enterprises.<br />
<br />
Last year, China&#39;s tax and fee reductions totaled more than 1 trillion yuan, according to this year&#39;s government work report.<br />
<br />
Data from the administration also showed that China&#39;s economic recovery accelerated with the implementation of a package of pro-growth measures.<br />
<br />
In May, sales revenue of Chinese enterprises logged a year-on-year increase of 1.9 percent. From June 1 to 25, the growth of enterprises&#39; sales revenue was 6.8 percent, Cai said.</body>
