China has mapped out the 13th Five-Year Plan (2016-2020) on international production capacity cooperation, reported the Xinhua-run Economic Information Daily on October 26.
The plan, formulated by the National Development and Reform Commission (NDRC) and the Ministry of Commerce (MOC), works as an action program to promote international production capacity cooperation in the coming five years.
It will be submitted to the State Council after countersignature and released soon.
In May 2015, the State Council unveiled guidelines on promoting international cooperation of production capacity and equipment manufacturing. Top design has been made in terms of region, industry and policy support of international production capacity cooperation.
"The plan, a detailed illustration of the guidelines, is another important document in this regard," noted an insider.
According to the plan, China's international production capacity cooperation will make Kazakhstan, Indonesia, Malaysia and other surrounding countries as the "main axis."
Key countries in Africa, Middle East, central and eastern Europe serve as the "west wing," and key countries in Latin America as the "east wing".
During the period, China will mainly promote the "going out" of spare capacity with advantage, such as steal and iron, nonferrous metal, building material, chemical engineering, light industry, automobile and agriculture, advanced equipment, such as engineering machinery, aerospace, ship and ocean engineering, and infrastructure in transportation, energy and telecommunications.
In terms of policy support, China will further optimize management of foreign cooperation, including improving management of overseas direct investment, promoting transformation of foreign contracted projects and upgrading convenience of equipment export.
Meanwhile, China will make great effort in improving fiscal and financial support, and uplifting the level of public service.
