“Regulations on the testing of intelligent connected vehicles on public roads which are drafted by the Ministry of Industry and Information Technology (MIIT), Ministry of Public Security and Ministry of Communications will be released soon.” Gong Weijie, deputy secretary general of SAE-China and secretary general of intelligent connected vehicle alliance, disclosed at Telematics@China, which was held recently. But news from the MIIT shows that products which meet the above-said regulations are allowed to carry out test on expressway after the regulations are launched. Experts predict that with determination and introduction of various policies and standards in next year, China’s intelligent connected vehicles are expected to see industrialization gradually and the market size is predicted to reach 100 billion yuan by 2020.
 
Supporting policies on intelligent connected vehicle will be more specific and instructional in the future, according to Shanghai Securities News on Dec. 14. Gong revealed that the MIIT has entrusted SAE-China to further refine road map for energy conservation and new energy application based on the road map for intelligent connected vehicle development. Gong introduced that “specifically, the network connection will be divided into three levels. The first level is interconnection of connected auxiliary information, which can be realized through 3G and 4G network, similar to current information service way. The second level is connected collaborative awareness. It will realize information exchange between vehicles and the outside via V2X to help vehicles make decision and take control. V2X refers to telematics communication technologies, including V2V (vehicle-to-vehicle), V2I (vehicle-to-infrastructure) and V2P (vehicle-to-pedestrian), which are key technologies of intelligent communication transportation system in the future. The third level is connected collaborative control, which achieves collaborative control of vehicles and the outside through V2V and V2I. Different from the second level, the third level has higher requirement on implementation and reliability of transmission. Besides, the three levels of network connection exist together, which differs from the structure of intelligentization.”
 
As the core of intelligent connected vehicle, V2X technology will see rapid development. Zhang Junyi, Weilai Capital Partner, indicated that “China is expected to issue related agreement or standards on V2X within three years and it will see industrialization by 2020.” There will be three steps from R&D to industrialization. Firstly, participants who are optimistic about intelligent connected vehicle market has undertaken preliminary R&D. Namely, preliminary R&D on V2X happens around 2017 with research institutes and schools as major leaders propelling scientific research. At present, Huawei Technologies Co., Ltd., Datang Telecom Technology Co., Ltd. and others are studying LTE V2X communication mode, and ZTE Corp. is also researching and developing relevant chips. The second step is standards can be unified during 2017 and 2019. Zhang remarked that LTE V2X standard will be finalized before the end of 2017 and many enterprises are also planning to launch V2X chip/module testing product within 2017. The third step is that the country will see industrialization of intelligent connected vehicle gradually by 2020.
 
Though the development of connected vehicle is still at early stage, many institutions are quite rosy about its future development. The market size of intelligent connected vehicle market can reach more than 100 billion yuan by 2020, according to prediction by www.chyxx.com. Zhang said that “based on the factory-installed products planning of finished vehicle enterprises, market size of factory-installed products will be 25 million units by that time.” And according to relevant planning, construction of smart city in various places will be started with V2X roadside terminal and transportation management platform. It will improve transportation efficiency through intelligent debugging. Driven by such demand, V2X terminal is expected to be a standard equipment of factory-installed vehicle.
