It is learnt from industry and information technology departments in many places that more than 30 cities have applied for cities of piloting “Made in China 2050” and governments of many places are formulating implementation plan of pilot cities of “Made in China”. According to work arrangement of Ministry of Industry and Information Technology (MIIT), 20-30 cities will be pilot cities of “Made in China 2050”.
It is understood that pilot cities of “Made in China” play an important in promoting implementation of “Made in China 2050”. After Ningbo city became the first pilot city of the strategy in August of last year, Chengdu and city clusters in south Jiangsu and west coast of Pearl River recently became the second batch of the pilot cities.
At the press conference about the industrial and communication industrial development for 2016 held by the Information Office of the State Council on Feb. 17, MIIT minister Miao Wei introduced that according to the work plan for 2017, the MIIT will continue to deepen work on pilot cities of “Made in China 2050” and propel 20-30 cities with good basic conditions and strong in setting examples to start off before others.
A journalist from Economic Information Daily learns from MIIT that the MIIT will revise and improve guidance on “Made in China 2050” by provinces and cities and guide differential development of local cities and reasonable deployment of productivity of key fields; kick off a plan improving national new industrialization demonstration base and finalize the first batch of pilot of improvement of “Made in China 2050”. The above three measures will be jointly promoted by central government, provinces, piloting cities and industrial bases.
It is reported that for the next step, cities in East, Middle, West and Northeast China covering old industrial bases, innovation-oriented cities and resource-oriented cities will be considered to be selected as pilot cities of “Made in China 2050”. The pilot cities will fully cover all regions across China. Relevant experts introduce that the cities which have submitted applications all considered the existing advantages of local manufacturing and industrial transformation trend in the future and regional driving effect in their piloting schemes. These cities, after becoming pilot cities, will be conducive to popularize relevant experiences in China and drive synergetic development in surrounding areas.
Recently, Miao frequently indicated that 2017 is a key year for China to fully implement “Made in China 2050” strategy and MIIT and other departments will launch a series of measures to push forward implementation of the strategy and transformation and upgrading of manufacturing.
It is said that China will implement many major projects of manufacturing industry this year, including manufacturing innovation center construction project, the project to strengthen industrial development at the grass-rootslevel, high-end equipment manufacturing innovation project and new material industrial innovation project. It will choose about 20 basic components, about 15 items of advanced basic materials and about 10 items of basic technology in new generation of information technology, railway transportation equipment, high-end numerically-controlled machine tool and other fields to carry out breakthrough actions so as to tackle the common problems which restrain industrial development and can have breakthroughs in next one or two years.
In addition, in order to support smooth implementation of “Made in China 2050”, Ministry of Finance will implement preferential policy of R&D costs deduction, strengthen support for popularization and application of the first major equipment and include new material and key components into the coverage of the first batch of compensation of insurance premium. At the same time, it will also give play to advanced manufacturing industrial investment fund and national integrated circuit industrial investment fund to accelerate development of key fields of manufacturing industry.
