For the next step, better development environment will be created for the manufacturing industry, and more goal-oriented industrial policies will be introduced.
The manufacturing industry, main part of national economy, is the foundation underlying all our efforts to build and rejuvenate the country. “Made in China 2025” is a major strategic arrangement made by China to comprehensively improve the development quality and level of China’s manufacturing industry under new international and domestic environment. To put “Made in China 2025” strategy into practice, strive to remove the bottleneck and weakness faced by the development of China’s manufacturing industry, and race to control a commanding point of future development, a national leading group aimed at strengthening manufacturing capabilities initiated the formulation of “1+X” plan in February 2017.
The “1” stands for the “Made in China 2025” strategy, while the “X” refers to 11 supporting guidance for implementation, action and development, covering five major project implementation guidance for the construction of national manufacturing innovation centers, strong industrial base, intelligent manufacturing, green manufacturing and high-end equipment innovation, two special action plans for enhancing the quality and brand of service-oriented manufacturing and equipment manufacturing, and four development planning guidance for talents engaged in the new materials, information, pharmaceutical and manufacturing industries.
Officials from the Ministry of Industry and Information Technology (MIIT) indicated that the purpose of formulating “1+X” plan is to unite industries and social resources to overcome difficulties, remove the bottleneck and weakness faced by the development of China’s manufacturing industry and race to control a commanding point of future development by strengthening the government’s guidance. The 11 supporting guidance, jointly worked out by member units of the national leading group, have all been released and implemented.
Though “Made in China 2025” strategy has achieved outstanding results, there are difficulties and problems too. Officials of the MIIT claimed that the world is experiencing change of pace in economic growth, and the role played by traditional growth engines in driving economic growth is weakening. Though new technologies like artificial intelligence and 3D-printing keep emerging, new economic growth points have not been created yet, and sluggish growth is continuing. “Reverse globalization” thinking and protectionism rise again, and uncertainties increase sharply.
“Meanwhile, more efforts should be made to give full play to the market in a scientific and effective way. Under great downward economic trend, some regions and industries are quite “impulsive” in boosting investment and stabilizing growth. Enough importance must be attached to problems like declining private investment in the manufacturing industry, huge production and operation pressure faced by manufacturing enterprises and etc. Policies and measures must be introduced timely”, an official from the MIIT’s planning department said.
The person said that in the next step, China will push forward with the “Made in China 2025” strategy from six aspects. Firstly, it will increase efforts in the construction of manufacturing innovation center, intelligent manufacturing, key basic material, green manufacturing and high-end equipment innovation. Secondly, it will expand the coverage of the pilot demonstration cities. Thirdly, it will accelerate the construction of major landmark projects. Fourthly, it will implement the new round of projects for technology transformation and upgrading. Fifthly, it will optimize the development environment for manufacturing, implement more accurate industry policies, make industry policies inclusive and functional, enhance the linkage and coordination between industry policies and fiscal, financial and trading policies, increase supports for medium and small enterprises, press ahead with tax preference policies, support innovations in financing model in small and micro businesses and reduce enterprises’ cost. Sixthly, it will practically promote international cooperation, expand international cooperation in intelligent manufacturing, deepen cooperation with countries along the “Belt and Road” route in industry investment and promote the implementation of major international productivity cooperation project to achieve a win-win situation.
