Support the construction of logistic parks; prepare policy measures on cooperation between government and social capitals

 
The Ministry of Transport and other 13 ministries and commissions released the Action Plan on Promoting the Healthy and Stable Development of the Road Transportation Industry (2017-2020) on September 20, proposing to develop leading enterprises and complete reducing the cost and burdens by the end of 2018. To achieve the above goals, it will release more supporting policies. It will support the investment in the construction of logistics parks and other infrastructure and prepare policy measures on the cooperation between government and social capitals.

The Action Plan proposes 22 key tasks in five categories and gives priority to reduce the burdens in the operation of road transportation. It will consolidate the test on the safety technology and comprehensive performance of transportation vehicles for operation to reduce repeated tests and charges and reduce the fees on tests; facilitate annual verification and appraisal in different cities; and improve urban logistics system. It will also conduct the pilot on urban green delivery; streamline the administrative approval on road transportation and the approval on foreign investment in road transportation.

Meanwhile, under the background with the Internet, the Internet of Things, big data, cloud computing and other advanced information technology, it is also important to promote the innovation in the transportation industry. The Action Plan proposes to develop the “Internet plus” models and business types and promote the integration and development of new and old business types in road transportation. It will also support road transportation enterprises to actively participate in the pilots on smart transportation and intelligent logistics.

Based on the goals, various work in improving the quality and efficiency in the road transportation industry will be fully advanced and the reform and innovation in the industry will achieve breakthroughs by the end of 2020.

In order to achieve the above goals, the Ministry of Transport and the Ministry of Public Security will deepen the system reform and promote the reform in comprehensive practice to improve the long-term governance system. It will improve regulations and systems to guide the orderly development of new business types and new models. It will strengthen precision regulation with big data and information means to effectively promote the modernization of the governance system and ability of the industry.
 
In addition, the Ministry of Transport, the Ministry of Finance and the National Development and Reform Commission will strengthen policy supports. They will support the construction of logistics parks and other infrastructure through current policy channels and prepare new policy measures on the cooperation between the government and social capitals to attract more social capitals. They will encourage local government to give more financial supports to road transportation infrastructure, public information platforms and occupational training and support the construction of common delivery centers in the same city.
