Premier Li highlights industries for developing new economy

Premier Li Keqiang has always mentioned new economy and new kinetic energy in his speeches since this year. SSN finds that when speaking of new economy, Premier Li highlights such industries as Internet Plus logistics, big data, Internet Plus manufacturing and new energy vehicle.
 
Internet Plus logistics
 
The State Council made deployment on promoting Internet Plus logistics at an executive meeting held on July 20. Li underscored that “promoting Internet Plus logistics can develop new economy and also boost traditional economy”.
 
China has introduced a slew of policies on advancing development of Internet Plus logistics since this year, showing its attention to the development of this industry.
 
General Office of the State Council released guidance on deeply implementing “Internet Plus circulation” action plan in April, proposing eight pieces of suggestions like strengthening construction of smart circulation infrastructure and encouraging expanding new fields in smart consumption.
 
The National Development and Reform Commission (NDRC) unveiled an implementation plan on building sound market environment and boosting integration of transportation and logistics in June, requiring connecting the whole chain of social logistics and transportation, reinforcing application of modern information technology, pushing forward integration containerization, networking, socialization and intelligentization of transportation and logistics.
 
At the executive meeting on July 20, the State Council launched three measures driving development of Internet Plus logistics, including establishing logistics information sharing system, accelerating establishment of public information platform, improving warehousing intelligentization level, encouraging development of cold-chain logistics; promoting combination of logistics and popular entrepreneurship and innovation and integration of logistics and manufacturing, commerce and trade, and finance; providing more supports in terms of policy and encouraging financial institutions to bolter development of small and mini logistics enterprises.
 
The NDRC issued guidance on implementing Internet Plus high-efficient logistics at the end of July, supporting intelligent logistics development by further releasing favorable policies.
 
Big data
 
When attending the China Big Data Industry Summit 2016 and China E-Commerce Innovation and Development Summit held in Guiyang on May 25, Premier Li expressed that the country should combine the innovation consciousness represented by big data and spirit of craftsmanship developed from traditional industry for a long time, facilitate integrated development of new and old kinetic energy, upgrade and improve traditional industries, promote integrated development of virtual world and real world, and forge “twin engines” of Chinese economic development.
 
Sine big data was included in governmental work report for the first time in March 2014, Premier Li noted big data at several occasions and repeatedly attached importance to developing big data.
 
Afterward, big data industry embraced a series of beneficial policies. The State Council issued outline for promoting big data development in last September, which is the first authoritative and systematic document propelling big data development in China. The General Office of the State Council released guidance on promoting and regulating development of healthcare big data application in June.
 
More policies supporting the big data industry are likely to issue one by one in the future, SSN journalist learnt, which include building up national big data platform, formulating big data industrial planning and etc. Additionally, the “13th Five-Year” Development Plan for Big Data Industry led by the Ministry of Industry and Information Technology (MIIT) will possibly be issued in the second half year.
 
Pushed by policies, the big data industry will rapidly develop in the future. China’s big data industrial scale will achieve an annual growth rate of over 50 percent in next five years, with Power Builder (PB, the data unit) of over 800 billion by 2020, accounting for 20 percent of the global data industry, Lin Nianxiu, vice director of NDRC, predicted.
 
Internet Plus manufacturing
 
One of the major themes in the executive meeting held by the State Council on May 4 was to boost the deep integration between internet and manufacturing industry. Promoting the strategy of “Made in China 2025” is an important measure to develop new economy, and speed up quality & effectiveness improvement and upgrading of “Chinese manufacturing”, Chinese Premier Li Keqiang indicated.
 
The said meeting issued a series of policies, such as supporting manufacturers to establish internet-based “entrepreneurship and innovation” platform, carrying out pilots on solutions of intelligent production system, encouraging telecom enterprises to further accelerate the speed and reduce fees of broadband access for the said platform bases, and etc.
 
The State Council also issued Guidelines on Deepening Integration & Development of Manufacturing and Internet in May to deploy deep integration and development between the mentioned two industries, synergistically promote the moves of “Made in China 2025” and “Internet Plus”, and speed up powerful nation building.
 
But this is just a part of the governmental promotion for Internet Plus manufacturing integration policy. The MIIT is formulating various policies now, including Internet Plus manufacturing development roadmap, intelligent manufacturing incentives, technological R&D focusing on IT industry, and etc., to boost rapid industrial formation of intelligent manufacturing, 5G, big data, cloud computing and so on, the SSN journalist learnt.
 
New energy automobile
 
Li also stressed in the executive meeting of the State Council on Feb. 24 that new energy automobile is a remarkable industry in the industrial field for new economy.
 
It also determined many measures to further support new energy automobile industry, such as more effort to support power battery digitization to product complete equipment, accelerating battery charging facilities construction, expanding new energy automobile application proportion in public transportation, taxi, environmental sanitation and logistics, encouraging social capital in construction and operation of battery charging facilities, car leasing, battery recycling & utilization.
 
Actually, various ministries had previously issued a series of policies to promote the industrial development of new energy automobile. For example, the Ministry of Finance issued Notice on Award Policy for Battery Charging Facilities of New Energy Automobile during “13th Five-Year Plan” at the end of last December; eight authorities including the central bank and NDRC on Feb. 17 released Several Opinions on Finance Supporting Stable Growth, Structural Adjustment & Effectiveness Improvement for Industries, proposing to reduce the down payment proportion of new energy automobile loan.
 
Li said: “Traditional automobile industries’ production & sales growth rate have constantly declined in the latest two years, but meanwhile, new energy automobile industry realizes explosive growth, which shows that this sector is very active, and new economy is creating huge new drives.”
 
China’s production and sales of this sector respectively reached 177,000 and 170,000 vehicles in the first half year, up by 125 percent and 126.9 percent year on year, the data of China Association of Automobile Manufacturers shows.
 
This industry also becomes the highlight of local new economy based on disclosed data of local statistics authorities. Cities and provinces, including Tianjin city, Jiangxi province, Hunan province and Guangdong province, all achieved several-times growth in new energy automobile production in the first half year, especially a growth of 88.3 times year on year in Tianjin, according to the data.
