Beijing municipal government is making studies on a pilot policy to further expand opening-up of the service sector and integrate the measures with China's strategy to develop the Beijing-Tianjing-Hebei area. Some of the measures are expected to be introduced in the area in May.
Moreover, China's Ministry of Commerce (MOC) will draft a negative list to further lift the bars for foreign investment in the markets of finance, education, health care, culture, telecommunications, Internet and logistics.
In May of 2015, China's State Council, the cabinet, approved Beijing to be China's first pilot city to expand opening-up of the service sector and 11 opening-up measures, 22 reform items and 141 specific tasks were launched in November.
Xing Houyuan, vice director of the Chinese Academy of International Trade and Economic Cooperation of the MOC, suggests Beijing's pilot of opening up the service sector focus on areas such as education, care for the aged, the Internet and financial industry. She estimates that China's service export will top 1 trillion yuan by the end of the 13 Five-Year Plan period (2016-2020).
