NDRC to gear up work on Yangtze River Economic Belt development plan

China's top economic planner - National Development and Reform Commission (NDRC) vowed in an article to formulate and release special plans on developing the Yangtze River Economic Belt at a faster pace in 2016.

NDRC plans to map out and post plans for city clusters in the Yangtze River delta as well as the Chengdu-Chongqing area, development and protection of the Yangtze River shoreline, and ecological protection in the Yangtze River Economic Belt.

Under these plans, the regulator urges great efforts into sharpening regional waterway transportation system, including building green ecological corridors alongside the Yangtze River, keeping the Yangtze River waterway unimpeded, and realizing sufficient inter-hub and inter-river or sea linkage and integrated customs clearance and inspection and quarantine services.

In a detailed manner, NDRC will speed up improvement of the Yangtze River waterway system, continue to construct the phase II project of creating a 12.5-meter-deep waterway linking the Yangtze River mouth with Nanjing, capital city of Jiangsu Province, east China and Phase II project of Xiangjiang River secondary waterway, strengthen logistics terminal system in major ports alongside the Yangtze River, accelerate construction of shipping centers in Chongqing and Wuhan, capital of Hubei Province, promote standardization of vessels on the Yangtze River, work on setting up Zhoushan sea-river joint shipping center and expedite preliminary work on new waterway in Three Gorges and Yichang-Anqing waterway improvement project.

It will also coordinate and arrange construction of railway, highway, aviation and other transportation channels, start pre-research over such key projects as Chongqing-Yichang cargo railway and speed up forming comprehensive and cubic transportation corridors to reinforce regional transportation system.

In addition, NDRC targets enhancing the regional industrial economy by building modern industrial corridors, propelling full-scale innovation and reform in Shanghai, Anhui (Hefei, Wuhu and Bengbu), Sichuan (Chengdu, Deyang and Mianyang) and Wuhan, demonstrating model effects of Shanghai in bringing up regional economy via founding an opening up-oriented policy system that matches general international investment and trade rules, and taking advantage of the city clusters in middle reaches of the Yangtze River and Chengdu-Chongqing city clusters to quicken construction of inland opening-up economy.
