HAIKOU, Sept. 21 (Xinhua) -- China's southernmost province of Hainan has planned to build a scenic highway following the island's coastline.

According to the construction plan approved by the Hainan provincial department of transport, the 997.9-km road will thread 12 coastal cities and counties including the provincial capital of Haikou, Qionghai, Sanya, Danzhou, Chengmai and Yangpu Economic Development Zone, connecting characteristic bays and beachside resorts.

The project cost is estimated at 16.7 billion yuan (about 2.5 billion U.S. dollars). In addition to government financing, the provincial government plans to introduce enterprise investment and social capital for the highway construction.

China released a master plan on June 1 to build Hainan into a high-level free trade port. The scenic highway project is part of the infrastructure construction for the free trade port initiative, which is expected to further tap the province's tourist resources.
