China to offer preferential import duty for goods for Sino-Europe cargo

China is advised to offer preferential import duty for goods imported via Sino-Europe cargo trains during their returning trips to China, said Ma Zhongyuan, a deputy from Chongqing to the fourth session of the 12th National People's Congress.

Ma made the remarks on a press conference on the "Belt and Road" and Yangtze River Economic Belt, saying preferential import duty in this regard could give full display to Sino-Europe cargo trains' role in facilitating trade communications with countries alongside the "Belt and Road".

Generally, rail transport costs more than shipping under the same conditions. Now, relevant customs authorities take such goods prices as contain their overseas transportation costs for reference in calculating import duties, resulting here in relatively high freight for goods imported via the Sino-Europe cargo trains. Under such circumstances, subsidizing the tax difference between Sino-Europe cargo transport and shipping or rebating the tax difference under the same conditions is advised to further invigorate Sino-Europe cargo train transportation.

He also came up with other measures to the end, including planning orderly operating of new Sino-Europe cargo trains and negotiating with other nations alongside the rail routes of the Sino-Europe cargo trains to unify cargo prices and save costs for related businesses. Establishing free trade zones with countries alongside the "Yu-Xin-Ou" or Chongqing-Xinjiang-Europe railway is also a viable way to foster international trade cooperation and facilitation, investment facilitation and customs clearance facilitation, according to Ma.

Besides, Ma urged early completion of Lanzhou-Chongqing railway, Chongqing-Shaanxi high-speed rail line and Wuhan-Chongqing cargo railway to enrich coverage of the "Yu-Xin-Ou" railway and better link the Yangtze River Economic Belt and the Silk Road Economic Belt.
