MIIT to promote top design on new energy vehicles

China will further promote the top design for new energy vehicles to promote the development of new energy vehicles in technology, industry scale, marketization and model innovation, said Minister of Industry and Information Technology Miao Wei when visiting the Nanchuan Industrial Park in Xining City, Qinghai Province on June 19. Meanwhile, China will further improve mandatory standards in automotive energy saving and environmental protection constantly expand the market application of new energy vehicles.

It is reported that the Ministry of Industry and Information Technology (MIIT) will draw roadmaps for energy-efficient vehicles, pure electric vehicles, plug-in hybrid cars, hydrogen fuel cell vehicles, Internet of vehicles, automotive power batteries, lightweight vehicles, automotive manufacturing and other technologies, make research and development of cutting-edge technology and common key technology, promote the transfer and commercialization of technological achievements, gradually increase the proportion of new energy vehicles in the public service sector, expand the application of new energy vehicles in the private sector, accelerate the construction of charging infrastructure, improve the application of new energy vehicles, especially supportive policies in the use link, establish long-term mechanism that can promote the development of new energy vehicles and improve the access threshold for new energy vehicle manufacturers and products.

At the same time, it will promote the integrated development of government and market standards, establish an automotive standard system that is suitable for China’s national conditions and is consistent with international standards, improve mandatory standards in automotive safety, energy saving and environmental protection, improve the assessment mechanism for the effectiveness of standard implementation, encourage enterprises to adopt international standards and promote relation standards and regulations to integrate with international standards.

Miao pointed out that to develop new energy vehicles, it must pay attention to the practical promotion and application of automotive products in the market. After years of efforts, Chinese new energy vehicle brands have made great progress in both technology and quality and won market recognition. In the future, they should further improve the technical level and performance of products; especially reduce battery cost, so as to better meet the needs of consumers. 

BAIC Motor Corporation Chairman Xu Heyi said that in recent years the cost of car batteries has declined at a rate of 15-20 percent each year. The cost has declined from 4,000 yuan one capacitance to 1,500 yuan to 2,000 yuan, and is expected to soon fall to around 1,000 yuan. “When the cost falls to 1,000 yuan, new energy vehicles will no longer need government subsidies. No country in the world can have such a large power battery market as China, This is our competitive advantage. Our competitiveness in new energy vehicles will greatly enhance,” said Xu.

Short mileage and long charging time become an obstacle to the promotion of electric vehicles. In this regard, BAIC Motor developed an automatic power change system which enables drivers to automatically change vehicle battery in a few minutes. BAIC Motor has begun providing battery change services for some pure electric taxi in most gas stations in Beijing. Miao confirmed the convenience and practicality of the battery change mode, but said that it needs more innovations in industry standards, technical standards and other aspects.
