China to establish independent electricity trading bodies, NDRC

The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) on Monday jointly released an implementation proposal for promoting power market establishment and an implementation proposal for establishment and normalized operation of electricity trading bodies.

The proposals puts up to establish market-oriented electricity trading mechanism and electricity trading market mainly focusing on mid- and long-term trade supplemented by spot trading in qualified areas.

Meanwhile, China would establish independent electricity trading bodies nationwide. To promote the electricity trading market establishment, China will orderly remove government control in power generation and consumption planning as well as electricity pricing in competitive sections, gradually allow more participants and larger trading scale in direct power trading, and establish a market-oriented cross-provincial and -regional electricity trading mechanism.

Besides, China would form a market-oriented mechanism for promoting use of renewable energy, and establish a market risks prevention mechanism.
