China will encourage, support and guide domestic enterprises to participate in the construction and operation of ports abroad by means of investment, shareholding and long-term leasing in an effort to explore new sea routes, according to Yang Chuangtang, Minister of Transport. Meanwhile, the ministry will promote low-carbon development of transportation and implement a plan to promote new energy vehicles.
China will promote coordinated development of local infrastructure, increase infrastructure investments in key areas and improve infrastructure construction in western China, said Yang.
