China will enact compulsory clean production examination and approval procedures on three kinds of enterprises, according to draft measures unveiled by authorities on Wednesday.

The draft measures, jointly revised by the National Development and Reform Commission and the Ministry of Environmental Protection, are now soliciting public opinions. The measures stipulate the scope, implementation and management of the examination as well as awards and punishments concerning clean production.

According to the measures, companies whose pollutant discharges surpass national or local standards or total quantity limits on major pollutants will be subject to clean production examination.

Meanwhile, the compulsory measures will be executed on high-energy-consuming companies and those using toxic and harmful raw materials or discharging toxic and harmful substances in the course of production.
