China has initiated the establishment of an electric power trading platform as one of the crucial new moves to deepen the reform on pricing of power transmission and distribution, said Lian Weiliang, vice director of the National Development and Reform Commission.
Lian said it is necessary to establish a specific electric power trading organ to let market decide the power prices and allow power generators trade freely. Zeng Ming, an expert of the consultant team of power price reform under NDRC and professor of North China Electric Power University, said the new power transaction organ should be independent comparing to the predecessors and the business should be separated from scheduling so as to make it easier for supervision.
In the meantime, a national market would be formed to optimize the deployment of resources for trans-provincial transactions.
