Over 60 percent of cities in China have never conducted general survey on underground pipe networks, disclosed Qi Ji, director of the China Economic and Social Council (CESC) on Tuesday.

Moreover, nearly 70 percent of cities have not established comprehensive information system in this regard. "It was common that some regions did not pay enough attention on the management of underground pipe network," said Qi Ji, explaining that incomplete basic material, insufficient fiscal input and low construction standard all exerted a negative impact on the construction of urban underground pipe network.

To improve the current situation, Qi suggested that China should formulate a comprehensive program in this field, upgrade construction standard and increase capital input.
