The National Development and Reform Commission (NDRC) has drafted six detailed documents for power system reform in China, which has been submitted to the State Council and likely to come out soon, said Shi Zihai, spokesman of NDRC.
The six documents cover power transmission and distribution pricing reform, power market construction, power transaction institution establishment and normalized operation, orderly deregulation of power generation and consumption plans, power sales side reform, strengthening and normalizing supervision and administration of coal-fired power plants. Furthermore, NDRC is mulling to pilot a bunch of comprehensive and special power reform projects in Yunnan and Guizhou.
