China is going to establish a paid use scheme for urban underground utility tunnels, according to a document jointly released by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development.
The new scheme aims to step up urban underground utility tunnels construction, enhance comprehensive urban load capacity, and create new motive force for economic development by driving investment and increasing supply of public goods.
The guideline also encourages PPP programs in the construction and operation of urban underground utility tunnels.
