MEP targets to reform on thermal power plants before 2020

Chinese Ministry of Environmental Protection on Tuesday issued an implementation plan for ultra low discharge and energy saving reform on thermal power plants, targeting to complete the ultra low discharge reform nationwide before 2020.

The plan requires newly built thermal power units to meet ultra low discharge standards. Ultra low discharge reform on operational thermal power generating units in East China is scheduled for completion before 2017, earlier than earlier planned 2020, and the discharge reform on operational thermal power generating units in Central China and West China are respectively scheduled to finish before 2018 and 2020.

Besides, thermal power generating units that are yet not ready for ultra low discharge reform would have to meet emission control standards, and all thermal power generating units would have to install efficient desulfurization, denitrification and dust abatement facilities.

Outdated units or ones failing to meet compulsory standards would be eliminated. Meanwhile, the plan announced a subsidy of 1 cent for on-grid electricity to thermal generating units starting operation before January 1, 2016 and meeting the ultra low discharge standards, and 0.5 cents for thermal generating units starting operational after January 1, 2016.
