The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) on Tuesday approved north China's Hebei Province to carry out pilot reform in the power selling-side.
They asked the province to standardize access and exit mechanism of the power selling-side market players, cultivate the power selling-side market competition subjects via multiple channels, improve the power market-oriented transaction mechanism, strengthen the credit system construction and risk prevention, accelerate building the market structure and market system with the effective competition, and timely sum up experience on the basis of the pilot reform, so as to expand the reform coverage as soon as possible.
Meanwhile, the NDRC and the NEA stressed three principles for the pilot reform.
The first is to adhere to the principle of market-set prince, and avoid methods going against the reform direction, like administrative orders, and prevent man-made price reduction.
The second is to adhere to the principle of equal competition. Power generation enterprises supplying the power to users directly through dedicated lines shall conform to plans, fulfill social responsibility, and contribute to government funds in accordance with regulations.
The third is to adhere to the principle of energy conservation and emission reduction. As for enterprises which should implement differential electricity price and punitive electricity price, preferential electricity price and subsidies cannot be offered to them.
