China earmarks RMB 300bln for water pollution prevention

China’s Ministry of Environmental Protection (MEP) recently issued a list of central repository projects for water pollution prevention and control 2017, which provides for the overall implementation plan for prevention and control of water pollution in 228 cities, such as Lanzhou City in northwest China’s Gansu Province. It involves more than 3,300 engineering projects and has a total investment of about 300 billion yuan.

In 2016, the MEP and China’s Ministry of Finance launched a campaign for the development of water pollution prevention and control repositories. Since 2017, the MEF has been pursuing classified management of the projects, taking into account factors such as project maturity and division of authorization so as to boost the quality and efficiency of projects related to central repositories. At the same time, the ministry has been fine-tuning and upgrading these projects.


Besides, the use of Public-Private Partnership (PPP) is being encouraged in the construction of central repositories so as to expand financing channels and attract social capital investments. Thanks to the upgrading of central repositories, newly-built sewage and garbage treatment projects have sorted up.
As the next step, relevant provinces will opt for mature projects as their first choice and prepare their own implementation programs for water pollution prevention and control in 2017 along with statements on annual performance goals. Moreover, they shall apply for special funds as financial support, promote project implementation and guarantee improvement in the quality of water environment.

The water pollution prevention and control industry will usher in a golden age in year 2017, noted Cui Guotao, an analyst at China Development Bank Securities, adding that in line with the action plan for the prevention and control of water pollution, PPP-based water treatment projects shall develop at a fast pace.

Cai also believe that coupled with the unveiling of Xiongan New Area and other catalytic themes, fruitful market prospects are on the cards.
