China Customs denied 50-pct tariff on shampoo starts from 2012

Chinese Customs has denied the rumor that tariff on personal cleaning goods was raised to 50 percent from 10 percent overnight, and affirmed that such a 50-percent tariff has been in use since 2012.

The "tariff" above, short for tax of luggage and mail items, has been 50 percent on imported cosmetics of personal cleaning and personal care, including shampoo, shower gel, soap, toothpaste and facial cleanser, the customs said.

The rates of customs duties are determined by the Tariff Commission under the Ministry of Finance of China. The tax of luggage and mail items on most imported goods is 10 percent, except that on tobacco, liquor and cosmetics is 50 percent. An item can be exempted from the tax of luggage and mail items if the latter is below 50 yuan. Currently, goods bought from cross-border e-businesses apply to the tax of luggage and mail items.
