Central government to launch new policies following intensive research

Over the past month, the State Council and various ministries and commissions have dispatched research teams to local areas for research.
 
The State Council sent private investment promotion and supervision team to local areas; senior officials of the National Development and Reform Commission (NDRC) visited the three provinces in the northeastern China to study the special subject of revitalizing northeastern China; deputy minister of the Ministry of Industry and Information Technology (MIIT) presented in Sichuan Province and Shanghai to research finance & industry cooperation and the development of 5G technology.
 
Contents of the above research and moves of the ministries and commissions before and after the research are signs that various new policies will be launched soon.
 
State Council’s private investment promotion and supervision team
Policy signal: formulate and improve private investment related policies and implementing rules
 
At the end of July, seven supervision teams consisted of personnel from the NDRC, the Ministry of Science and Technology, the MIIT, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development and the China Banking Regulatory Commission were dispatched to Beijing, Liaoning Province, Anhui Province, Shandong Province, Henan Province, Hubei Province and Qinghai Province for special supervision and guidance on promoting private investment.
 
The State Council dispatched this special supervision team to guide private investment immediately after the round of special supervision work of the State Council supervision team was completed in May. And this time, the supervision work was primarily targeted at provinces whose private investment growth lagged behind or provinces with large private investment volume and the growth slows down drastically.
 
The focus of the special supervision revolves around local governments’ implementation of policies aimed at promoting private investment, enhancement and improvement of governments’ management services, creation of fair competition market environment, supervision and check on the rectification of relevant problems. 
 
In fact, according to the last round of supervision work on private investment, the State Council was quick in giving policy response. At the end of May, the State Council supervision team finished the research. On June 22, Premier Li Keqiang hosted the State Council executive meeting, hearing the special supervision work report on the implementation of private investment policy and proposing measures in five aspects. On July 1, the General Office of the State Council issued Notice on Further Improving the Work of Private Investment. It took less than a month from the commencement of supervision to the introduction of policies.
 
Upon the completion of this round supervision, the NDRC will consolidate opinions and suggestions on further improving the work proposed by each supervision team, and then report to the State Council. Analysts believes that in the future the central government will constantly introduce policies specially aimed at promoting private investment, and local governments will also formulate and improve relevant policies and implementing rules.
 
NDRC’s special research on revitalizing northeastern China

At the beginning of August, a team led by Xu Shaoshi, head of the NDRC, and He Lifeng, deputy head of the NDRC, has visited Heilongjiang Province, Liaoning Province and Jilin Province in succession to conduct the special research of revitalization of northeastern China.
 
Information on the official website of the NDRC indicated that the purposes of this research are to examine the implementation of certain policies, including Several Opinions of the Central Committee of the Communist Party of China and the State Council on Overall Revitalization of the Old Industrial Bases in Northeastern China and Opinions of the State Council on Certain Key Policy Measures Aimed at Supporting Northeastern China in the Near Future, promote supply-side reform, deepen the principle of “streamline administration and delegate power to the lower levels, impartial supervision and efficient service”, advance state-owned enterprises reform, promote the development of private economy and private investment, push forward “ massive entrepreneurship and innovation”, promote the transformation and upgrading of traditional industries and cultivate new impetuses and develop new economy.
 
Over the past few years, northeastern China has been the worst performer in terms of economic development. Though the GDP growth of the three provinces in northeastern China picked up in the first half year compared with the first quarter, but it still ranked at the bottom nationwide. Liaoning Province particularly ranked at the last, as it suffered negative economic growth.
 
As for the data of industry economic operation, Heilongjiang Province and Liaoning Province recorded negative growth in industrial production in the first half year, posting minus 2 percent and minus 7.7 percent respectively.
 
Therefore, during his visit to Jilin, Xu said that local government should emphasize investment, stabilize industrial production and cultivate new impetuses, to form new economic growth points and growth poles. He also reveals that in the next step, local government should practically strengthen communication with relevant ministries and commissions under the State Council, to facilitate the launch of relevant policies and implement the policies well.
 
“The NDRC will soon issue the Three-year Rolling Implementation Plan on Revitalization of the Old Industrial Bases in Northeastern China,” said Zhao Chenyi at a regular news briefing on August 16, just one week after the special research on the revitalization of northeastern China was completed.
 
The implementation plan will make clear important tasks to be introduced and major engineering projects to be commenced in the next three years, which involve  various sectors, including transportation, energy, water conservancy, industry, agriculture, and urban and rural construction. Zhou Jianping, an official of the NDRC in charge of the revitalization of northeastern China, previously revealed that the investment is expected to reach about 1.6 trillion yuan.
 
NDRC’s research on formulating work for development & planning of urban agglomeration in Central China
Policy signal: every effort to issue urban agglomeration planning for Central China within 2016
 
Yu Hejun, vice director of regional department at the NDRC, and other officials went to cities, such as Zhengzhou, Kaifeng and Luoyang, in Henan Province for research on planning formulation work from August 2 to 5, so as to well prepare for formulation work of Urban Agglomeration Planning & Development in Central China.
 
The research team focused on many aspects, including local and open economic development, new urbanization construction, technological innovation as well as industrial transformation & upgrading.
 
Additionally, it also held a discussion on planning formulation work in Zhengzhou to hear related opinions and suggestions from officials in charge of the said work of local development and reform commissions of five provinces, such as Hebei, Shanxi, Anhui, Shandong and Henan, and arrange the deployment on next-step work.
 
In fact, the NDRC once announced the key work in 2016 early in May, especially the annual work arrangement for urban agglomeration planning of Beibu Gulf, Central China, and etc. Every effort will be made to release the development planning for urban agglomeration of Central China and Beibu Gulf, related NDRC official revealed in the urban agglomeration planning & construction meeting on June 8.
 
Research on industrial integration & cooperation of MIIT
Policy signal: a wave of key cities and enterprises to carry out pilots for industrial integration & cooperation
 
In order to deeply know about local work to this respect, and promote the speeding-up implementation for the strategy “Made in China 2025”, Liu Lihua, vice minister of MIIT, led a team from August 3 to 4 for research on industrial integration & cooperation in Shanghai Stock Exchange, Commercial Aircraft Corporation of China Ltd, SAIC Motor Corporation Limited (600104.SH) and others.
 
Previously from July 26 to 27 in Chengdu city of Sichuan province, Liu also present in the first preparation meeting for 2019 World Radio-communication Conference to be held by Asia-Pacific Telecommunity, and made research on industrial integration work.
 
Industrial integration & cooperation will benefit the implementation for both “Made in China 2025” and “Internet Plus”. The State Council released Guidelines on Deepening Integrated Development between Manufacturing and Internet in May, proposing to select a wave of key cities and enterprises to carry out pilots for industrial integration & cooperation.
 
Four ministries including the MIIT jointly issued Notice on Organizing Cities to Declare for Industrial Integration & Cooperation Pilot at the beginning of August, which officially initiated the work to this respect.
 
It learnt such declaration work will finish at the end of this month. The said four ministries will report the related situation to upper authority, determine and announce the pilot cities in accordance with related review & approval requirements.
