The three provinces in Northeast China, namely Heilongjiang, Jilin, and Liaoning, are going to focus on system innovation and industrial upgrading in 2016-2020 to cure problems that hinder the revitalization of traditional industrial bases.
System innovation, industrial upgrading, modernized agricultural construction and adherence to opening up have all been addressed in the respective Thirteenth Five-Year Plan (2016-2020) of the three northeast provinces.
The three provinces are confident about fulfilling the development targets for 2016-2020. Jilin and Heilongjiang provinces plan to keep medium and fast economic growth and double GDP and income of rural and urban residents by 2020 from those in 2010.
Liaoning province targets to maintain annual economic growth not lower than national level and synchronized residents income growth and economic growth by 2020.
