Tokyo stocks rebounded 0.4 percent in the morning session of Wednesday after China's central bank cut interest rates Tuesday. The 225-issue Nikkei Stock Average was up 70.79 points, from Tuesday to end the morning at 17,877.49. The broader Topix index of all First Section issues on the Tokyo Stock Exchange gained 18. 81 points, or 1.31 percent, to 1,451.46. Gainers were led by utilities, insurance and electric machinery issues.
