Tokyo stocks closed practically flat Monday as investors were in a circumspect mood amid concerns a partial shutdown of the U.S. government, if prolonged, could have detrimental economic effects.

The 225-issue Nikkei Stock Average edged up 8.27 points, or 0.03 percent, from Friday to close the day at 23,816.33.

The broader Topix index of all First Section issues on the Tokyo Stock Exchange, meanwhile, added 2.18 points, or 0.12 percent, to finish at 1,891.92.

Rubber product and securities issues led those that closed in positive territory, while marine transportation and nonferrous metal-linked issues comprised notable decliners by the close of play.
