As a supporting document of the central urban working meeting reinitiated after 37 years, Several Opinions on Further Enhancing Urban Planning and Construction Management Work of the Central Committee of the Communist Party of China and the State Council (hereinafter referred to as the “Opinions”) released on Feb. 21 has determined urban planning position and proposed related overall goal, focusing on its existing issues, and providing a clear “roadmap” for urban development during the “13th Five-year Plan” period or even longer period.
According to information on Feb. 22, the Opinions proposes to realize order construction, proper development and highly-efficient operation for cities, and make every effort to create modern cities with harmony, comfort, vigor and features, so as to make the citizens live a better life. In terms of industries, it also proposes detailed requirements for four industries, such as building energy efficiency, underground pipe gallery, sponge city as well as pollution prevention and treatment.
>>Building energy efficiency
The Opinions: to popularize building energy technology. Building energy efficiency standard should be improved, with green building and materials popularized. We should support and encourage local governments to combine natural and climatic features, popularize and apply new energy technologies, including ground source heat pump, water source heap pump and solar power generation, and develop green energy-saving building, like passive house. Assessment system for green energy-saving building and materials should be improved, and application standard of distributed energy resource building should be formulated. We should also classify and formulate standard energy consumption quota of full life circle for the buildings.

>> Underground pipe gallery
The Opinions: to build comprehensive underground pipe gallery. We should seriously conclude and popularize pilot urban experience, gradually develop the construction for comprehensive underground pipe gallery in cities, plan each pipeline installation as a whole, fully take advantage of underground space, and improve comprehensive carrying capacity of cities. New urban districts, parks of each type and newly-constructed roads in a series of development zones must be synchronously equipped with comprehensive underground pipe gallery, and that for old urban districts should be gradually carried out based on metro construction, river regulation, road renovation, old urban renewal and shantytowns transformation. We should speed up the formulation of building standards and technical guidelines for comprehensive underground pipe gallery. Each pipeline in the areas with comprehensive underground pipe gallery must be installed into pipe gallery, and it is forbidden to construct new pipelines outside the gallery. Rational charge mechanism should be established for paid use of the pipe gallery.

>> Sponge city
The Opinions: to push the construction for sponge city. We should fully take advantage of ecological space, such as natural massif, river, lake, wetland, plough, forest land and grassland to build up the sponge city, improve water conservation capability, ease the pressure of rainfall flood and waterlogging, and enhance the cyclic utilization of water resource. Enterprises, communities and households should be encouraged to install the rainwater collection devices. Hard coverage land in cities should be greatly reduced to popularize the pavement of water-permeable building materials. We should reinforce the strength to construct the rainfall reservation facilities, including rainwater garden, water storage pond, wetland garden and sunken greenbelt, so as to naturally collect, penetrate and purify the rainwater, and constantly improve the local accumulation and penetration proportion of urban rainwater.

>> Pollution Prevention and Treatment
The Opinions: to promote the sewage and atmosphere treatment. We should reinforce the urban sewage treatment, accelerate the construction and renovation of urban sewage treatment facilities, comprehensively enhance the supporting pipeline construction, and improve the capability to collect and treat urban sewage. We should also treat the black and odorous waters in cities, reinforce the ability to closure and collect sewage in urban villages, old districts and rural-urban continuums, and firmly strengthen the forces to treat urban sewage overflow and serious pollutions of lake and river water system. By 2020, urban areas at prefecture level and above should make every effort to realize full collection and treatment for sewage, and achieve a use efficiency of over 20 percent for reclaimed water in cities deficient of water.
