The Belt and Road Initiative raised by Chinese President Xi Jinping is gradually turning from blueprints into reality over the past two years. So far, important progresses have been made on carrying forward the Belt Road Initiative, including completion of top-level design, deeper cooperation consensus, fruitful investment and trade cooperation and active supports by Chinese localities.
In 2016, China will continue to take a series of mechanism-establishing and basis consolidating-centered measures to further the "Belt and Road" Initiative, according to an article posted by China's top economic planner - National Development and Reform Commission (NDRC) on its website Monday.
Firstly, China will push for jointly building the land and maritime economic corridors. As NDRC says in the article, China will start with bilateral infrastructure linking, focus on international production capacity cooperation and take industrial clusters as a carrying body to accelerate construction of six international economic cooperation corridors.
Moreover, joint efforts will be made to press ahead with international port construction, develop port industrial clusters and promote maritime economic cooperation. Furthermore, signing a batch of inter-government memorandum of understanding on "Belt and Road" construction will be headed for and related policy framework will be further improved to make breakthroughs in key cooperation fields such as equipment manufacturing where China boasts competition advantages and external demands boom.
Secondly, various resources will be pooled to better construct the Belt and Road. NCRC requires in the article special plans on culture, education and tourism cooperation shall be formulated at a faster pace; Chinese localities will be further guided to participate in the "Belt and Road" construction, with Xinjiang as the core area of Silk Road Economic Belt and Fujian as the core area of the 21st Century Maritime Silk Road.
Besides, China will work on keeping the Silk Road Fund and Asian Infrastructure Investment Bank running efficiently so as to give more display of such development financial mechanism and development financial institution's advantages in financing and intelligence pooling.
Thirdly, China aims to boost in a full scale influences of the Belt and Road Initiative in 2016, via founding a coordination mechanism for rail transport and customs clearance at ports for the Sino-Europe transportation channels, crafting unified brand for Sino-Europe cargo trains, building transportation channels linking domestic areas with external areas or connect the east, central and west China together, establishing a batch of logistics terminals at key places in countries along the Belt and Road and strengthening "Belt and Road" soft power construction.
