North China's Shanxi Province has released a 2015-2017 development plan for iron and steel industry to boost sector transformation and upgrading.

As local newspaper - Shanxi Daily reported, the plan targeted largely to improve the province's iron and steel equipment and industrial structure via M&A, production capacity replacement, industrial upgrading and transformation and backward production capacity elimination,.

To be concrete, Shanxi intended to craft five large iron and steel production bases with 10 million tonnes of annual production capacity in Taiyuan, Linfen, Lvliang, Yuncheng and southeast Shanxi. The province would also strive to cultivate 3-4 highly competitive large iron and steel conglomerates with 10 million tonnes of annual production capacity and facilitate Taiyuan Iron and Steel (Group) Co., Ltd. in becoming a super-large iron and steel conglomerate with more than 20 million tonnes of annual production capacity in the world.

Meanwhile, Shanxi would take advantage of implementation of the revised environmental protection law to vigorously popularize advanced energy saving technologies in particular those for steel making and rolling and form an industry chain of solid, gas and liquid wastes recycling.

Moreover, it planned to eliminate 510,000 tonnes of backward iron and steel production capacity by end 2017.

Furthermore, the province would crank up efforts to build technology innovation system and mechanism including an all-industry chain innovation alliance and metallurgy technical centers to encourage businesses to add inputs into R&D.
