Programs for prioritized generation and use of clean energy have been piloted in some Chinese provinces, according to a report on www.ne21.com on Tuesday.
The first batch of provinces to pilot the programs has been delineated, and these provinces are collecting materials from qualified power producers in wind power, solar power, biomass power and heat-power co-generation sectors, the report says.
The pilot programs are in accordance with the implementing guidance for orderly liberalizing power generation and use plan released by the National Development and Reform Commission in November of 2015 as one of the key documents for power system reform in China.
The implementing guidance aims to guarantee electricity supply to users with no bargaining power through establishment of prioritized power purchase scheme, guarantee prioritized grid access for clean energy output, and gradually liberalize power generation and use planning through market-oriented trading behavior.
