The National Energy Administration (NEA) on Thursday released a draft guidance for regulating management of solar power generation projects to solicit public opinions. The draft guidance puts up classification management on annual capacity of PV power generation so as to cure configuration confusion of PV power projects in some areas amid fast expanding solar power market nationwide in recent years.

According to the guidance, China would not limit capacity of roof distributed PV power plants and private-use ground distributed PV power plants. For general PV power plants including intensive PV power plants and distributed power plants, the NEA would set annual capacity construction standard. For city-based PV power bases with advanced technologies, NEA would separately announce annual capacity construction scale with no less than 500,000KW for each base. Besides, all PV power projects would be allocated through competition, and the competition rules would be formulated by provincial authorities. (Contributed by Li Xiaohui, lixh@xinhua.org)
