The 225-issue Nikkei Stock Average decreased 123.06 points, or 0.56 percent, from Friday at 21,755.84, reaching its lowest close since Sept. 12.
The broader Topix index of all First Section issues on the Tokyo Stock Exchange ended 16.45 points, or 1.03 percent, lower at 1,587.80.
Electric power and gas, air transportation and machinery issues comprised those that declined the most.
