A regulation on infrastructure and public service franchise drafted by the National Development and Reform Commission (NDRC), China's top economic planner, is canvassed in ministries and provincial authorities for opinion soliciting.
According to the website of NDRC, the regulation aims to guide the development of Public Private Partnership (PPP) in infrastructure and public service franchise field. NDRC will submit the draft regulation to the State Council for approval after it is revised according to feedbacks.
