“Made in China” to boot up, 11 major projects to implement

Major special projects of aircraft engine and gas turbine will be initiated, and 500 million yuan will be used for building a R&D platform for power battery. Miao Wei, head of Ministry of Industry and Information Technology (MIIT), yesterday revealed in the press conference of the State Council Information Office that measures and policies related to “Made in China” will be intensively implemented in 2016.

China will make every effort to maintain a sustainable and robust development in industrial economy this year based on five aspects, such as implementing “Made in China 2025” program, keeping a stable growth for industrial economy, de-overcapacity, supporting small & micro businesses as well as deregulating administration, said Miao. MIIT preliminarily considers that non-state-owned companies with annual revenues exceeding 20 million yuan in China are expected to gain a growth goal of round 6 percent for industrial added-value.

It is introduced that detailed measures include: formulating implementation schemes for 11 major engineering projects; innovating five fields based on China’s manufacturing industry, such as innovation center construction, intelligent manufacturing, reinforcing industries’ basic capability, green manufacturing and high-end equipment; pushing five major engineering projects; planning and implementing special schemes for sub-industrial policy implementation of six industries, including machinery, automobile and light industry; promoting the systems covering “Made in China 2025” and “1+X”; taking special moves to improve consumption supply.

Major special projects for aircraft engine and gas turbine to initiate

According to Miao, referring to implementing high-end equipment innovation projects, MIIT’s one major task this year is to initiate the major special projects of aircraft engine and gas turbine.

Among projects to reinforce industries’ basic capability, strength will be focused on 30 to 50 remarkable products and technologies, solving some problems, like lacking of basic components, technologies, raw materials and technical base; in terms of projects to build up manufacturing innovation center, about two or three technical innovation centers of national level will be prepared and built this year, meanwhile, construction for provincial ones should also be supported.

“Compared to Industry4.0 in Germany, our task is relatively arduous, not only making up missed experience for Industry2.0 and 3.0, but also pursuing for Industry4.0.” No matter “Made in China2025” or “Industry4.0”, they both focus on popularization and application of new information and communication technology, and will enhance subversive and revolutionary changes in the industries, said Miao.

He also believed that a large number of Chinese internet enterprises have developed very fast and well, such as Alibaba Group Holding Limited and Tencent Holdings Limited. Besides effort made by industrial enterprises, communication companies, especially the internet-based ones, should play an important role to realize the target of “Made in China 2025”.

RMB500 mln to build R&D platform for power battery

MIIT has worked together with 9 enterprises inside and outside the industries to establish a power battery research institute or R&D platform with 500 million yuan, according to Miao.

“The improvement of power battery technology determines the performance, quality, safety and etc. of new energy automobiles.” In the projects related to fully-initiated “Made in China2025”, power battery innovation has been implemented as one of pioneers, said Miao.

Chinese Premier Li Keqiang hosted the executive meeting of the State Council just the day before the press conference, proposing to accelerate the steps to make revolutionary breakthroughs for power battery. The meeting requires that large, medium and small enterprises, universities and scientific research institutions should be pushed to jointly build up, open and share the innovation platform for power battery, and work together for research and development of similar and basic technologies. The central government will provide rewards instead of subsidies for enterprises according to some indicators, like performance and sales volume of power battery.

Dong Yang, deputy president of China Association of Automobile Manufacturers, believed that it is a measure to make up the weakness, and China still requires synergetic development of many aspects, such as material, equipment, production and market, to gradually reach an average global level.

It is learnt that production of China’s new energy automobile is accumulatively close to 500,000 vehicles now, but performance of its power battery is still worse than those in some developed countries.
