NDRC to release details on power system reform this week the earliest

The detailed documents on China's power system reform drafted by the National Development and Reform Commission (NDRC) are likely to come out this week the earliest, according a report by cnstock.com.

The six documents, covering power transmission and distribution pricing reform, power market construction, power transaction institution establishment and standard operation, orderly deregulation on power generation and consumption quota, power sales-side reform, streamlining and strengthening governance on self-owned coal-fired power plants, have been submitted to the State Council for approval, Shi Zihai, spokesman of NDRC said earlier this month.

China's power reform would feature further opening-up of power generation and consumption, the establishment of a power market, and electricity sales reform. Huge reform bonus would be generated, as predicted by stock brokers.

To further marketize the country's power market, China is likely to set up power exchanges on three levels, including the national level, the provincial level and the local level, and the NDRC is currently working with State Grid Corp, China Southern Power Grid Corp. and power generation groups on establishing power trading centers in Beijing and Guangzhou, said the spokesman.

On the power sales reform front, China is likely to set the threshold of registered capital of power sales enterprises at 20 million yuan.
