China's Ministry of Transport (MOT) expected the new and simplified port services charge rules, effective as of March 1, to save one billion yuan expenditures for businesses every year.

According to MOT, the rules reduce operating services charge items at ports from 45 to 18 ones, reserve only three items for governmental pricing, change six government-priced services items to government-guided services items, and liberalize competitive services charges to improve port services quality and better boost foreign trade.
